Anti-social behaviour is out of control. Over the past few years, we have seen a steady increase in incidents much to the distress of those effected.
This rise in incidents is why I recently led a parliamentary debate on recognising the damaging impact of antisocial behaviour. This is an issue that has been rising across the UK and the only way we can address it is by parties from across the chamber working together.
In recent weeks we have seen consistent reports of recycling bins being set alight, fighting in our streets and people using motorcycles or e-bikes causing fear and anxiety amongst residents. Dalkeith town centre is at risk of becoming a no-go zone at night with youths wearing balaclavas causing trouble. I would like to say at this point that it is not only youths that are part of the problem.
I have received reports from business owners that shoplifting is more becoming more prevalent. One supermarket told me they were losing around £25,000 over a six-month period. This is not a victimless crime and the cost to recoup these are felt in shoppers’ pockets.
In my regular conversations with Police Scotland and Midlothian Council I am assured that they are aware of the gravity of the situation and I appreciate they have no real deterrent unless serious criminal activity is involved.
It is clear that something needs to change, and from my perspective there must be a national conversation with experts in all aspects of ASB to review all current legislation and where we must make improvements to better manage the situation while respecting rights. Additionally, I would support changes to the school curriculum that focuses on obligations and responsibilities as well as rights.
I will continue to work with colleagues across parliament and beyond to reach a balanced solution.
