Double yellow lines going down at the junction of Kirkton Bank and Rullion Road, Penicuik

Claims by a homeowner that new double yellow lines would restrict their available parking have been dismissed after councillors were told they already had at lease one garage and a driveway at the back of their property.
The resident was the sole objector to plans to introduce double yellow lines on Rullion Road, Penicuik at the junction with Kirkton Brae, which has numerous garages belonging to surrounding homes on it.
A meeting of Midlothian Council’s administration cabinet was this week told that officers had put plans to introduce to no parking zone at the junction out for consultation after receiving ‘numerous’ complaints from residents about near misses and poor sight lines from the junction.
He said they had received one objection to the plans to put the lines down around the junction from a resident concerned it would impact their ability to park outside their property and was disproportionately damaging to his house which sits on the corner.
Objecting to the proposals, the resident said: “The proposed double yellow lines would extend across the full width of my property frontage, where I intend to install a driveway.
“This would further limit reasonable use of my property and appears excessive. It may also have a negative impact on the value and practicality of the property, which is an important consideration.
“The proposed restrictions would have a direct negative impact on my household and visitors, significantly reducing available parking without clear justification.
“This could create unnecessary inconvenience for residents, deliveries, and essential services, including access for tradespeople or care providers.”
Cabinet members were told by their officer that the objector had access to a private garage at the rear of the property and any proposed driveway at the front would not be impacted by the new lines.
Councillor Dianne Alexander told the meeting she supported the double yellow lines being put in place saying: “If I was coming out on my bike I might be hit because a car might not see me. It seems essential to me that it is made double yellow lines.
“Given there is plenty of parking around the corner for the resident in his driveway and two garages and that it doesn’t prohibit him from putting in a driveway at the front if he so wishes, I would say let’s go ahead.”
Fellow councillor Connor McManus added: “From my own experience in that area coming up from the playing fields to the top of Rullion Road, there are buses coming down there.
“I don’t know if I am just unlucky but every time I drive up there, there seems to be a bus hurtling down towards me on the wrong side of the road and it can end up being a log jam because you can have two buses in one lane at the same time.”
Cabinet unanimously approved the double yellow lines.
